Create deployments in the telemetry API — telem_create

A deployment links a device (collar) to an individual (animal) over a time period.

data: A tibble with columns: device_id. Optional columns: individual_id, capture_id, start_at, end_at, expected_end_at, should_drop_off_at, was_dropped_off_at, analysis_unit_id, management_unit_id, latitude, longitude, device_key, deployment_key, frequency, notes.
on_incomplete: What to do about deployments with no individual_id or no start_at. The API accepts these and records them as Incomplete, which cannot anchor a position and is not reported back, so they are worth stopping for. "ask" prompts and falls back to "abort" when the session is not interactive; "abort" refuses; "allow" writes them with a warning.
dry_run: Logical. If TRUE, prints the request without sending it.
verbosity: Integer. How much information to print (0 = silent, 1 = headers, 2 = headers + body, 3 = full).
